Have extensive experience in the development of Gov't. Contracts, Administration and Execution of Sales and Lease Agreements, developing and writing Maintenance Programs (integrating CPC, Aging Aircraft and SSID), Operation Specifications and development and implementation of same for large aircraft fleets, accident investigations and appraisals of large aircraft.

Have worked in all positions through-out the years from mechanic, Production Control, Inspector, Supervisor, Maintenance Manager, and Chief Inspector, to include instructing personnel in the above positions.

Operated an Aviation Service company (ITAS Inc.), which specialized in aircraft records audits, aircraft and engine appraisals based on records audits and physical inspection, developing Certification work scopes for aged aircraft to be put into 121 service, managing all facets of contract maintenance for owners utilizing outside maintenance facilities, writing maintenance programs and developing Purchase and Lease Contracts. We have developed a system of consolidating all records required for aircraft 121 certification on CD ROM, also developed and produced automated maintenance forms (Ex: weight & balance loading forms and inspection programs etc.) for 121 aircarriers.

Presently developing an automated FAR 121 maintenance program which encompasses all Airworthiness Directives (for subject aircraft), Corrosion Prevention Program , Supplemental Structural Inspection Program, Mandatory Service Bulletins and Structural Repair Analysis. This program will submit material requirements prior to scheduled Inspections allowing time for material acquisitions prior to the scheduled maintenance.

The positions held over the years have entailed responsibilities for heavy aircraft line service, heavy inspection, overhaul, accident investigation, aircraft recovery and development of loss control programs. As well as routine operational tasks, I've established training programs and trained personnel for aircraft recovery duties and procedures in hostile environments.

Have been responsible to Contracting FAR Part 121 airlines for:

1. Auditing the historical maintenance records of large aircraft, engines and appliances (Ex: DC-8's) to ensure they were in compliance with the required A.D.'s, Life Limited components and appliances were properly certified per FAR Part 43, that all of the requirements of FAR's Parts 25, 43, 91, and 121 had proper certification documentation.

2. Identifying all items which did not have proper certification documents or other relevant documentation required by FAR's part 25, 43, 91, 121.

3. Physical inspection of the subject aircraft to assure that it was in compliance with FAR's Part 25, 91, 121.

4. Impliment and manage the maintenance required ( Ref: items 2 & 3 above )to put the aircraft back into service under my clients FAR Part 121 Maintenance program, which included the items necessary to bridge the required maintenance tasks from the previous program to the program of my client airline.

5. Upon completion of the required maintenance tasks and acquisition of any required certification or other documentation required by FAR's 25, 43, 91, and 121, I would present the aircraft and records to the appropriate FAA PMI of my client airline for aircraft certification and addition to my client airlines Operating Certificate.

Responsible to the Supervisor of Inspectors for the efficient and economical determination of Airworthiness of Aircraft maintenance work assigned to them.

Responsible to the Operations Manager for overall operation of the Inspections Department.

1. Directing, planning and laying out details of the Inspection Standards methods and procedures used by the Repair Station in complying with all applicable Civil Air Regulations and Manufacturers recommendations.

2. Assist, supervise and direct all personnel assigned to the Inspection Department. Ascertain that all inspections are properly performed on all completed work before it is released to the public, and that the proper inspection records, reports and forms used by this station are properly executed.

3. Collect and maintain a file on repair orders and inspection forms in such a manner that the specific file pertaining to an assembly or unit can be located within a reasonable time.

4. Make periodic checks on all inspection tools and the calibration of precision test equipment. Devise and maintain a system of keeping records of checks and calibration of inspection tools and precision test equipment, taking steps to insure that the established check periods are not exceeded. Insure that no defective or unairwrorthy parts are installed in any component or unit released by the Repair Station.
